Job Description
You will serve as a GENERAL ENGINEER in the PROGRAM OFFICE of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point at the GS-13, Step 10 level. This position is expected to transition into the General Schedule pay schedule on or after 10/01/2026. Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 through GS-12 or ND-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading engineering analysis, resolving complex technical challenges, and managing the integration of cost, schedule, and performance from a technical perspective; 2) Developing the technical justifications for program budgets, aligning technical requirements with funding realities within the PPBE process, and leading trade-off analyses to maximize technical performance within budget constraints; 3) Providing technical leadership across the full systems engineering lifecycle, including requirements analysis, systems architecture, design and development, verification and validation, production, and sustainment; 4) Mentoring junior engineers and leading multi-disciplinary technical teams and coordinating with a wide range of internal and external stakeholders to resolve complex engineering challenges.
