Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in Federal service, other pay systems. Examples of specialized experience includes a comprehensive knowledge of military personnel policies, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with functional managers. Knowledge of DoD, AF, and MAJCOM directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organizations. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Skill in communication and understanding organizational structure to develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare presentations and/or briefings. EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of education and training policies, programs and processes related to On-the-Job Training (OJT), Career Development Course (CDC) administration, Career Field Education and Training Plans (CEFTP). Specialty Training Standards (STS), Air Force Job Qualifications Standards (AFJQS), Air Force Qualification Training Plans (AFQTP), ancillary training program and directives, and Department of Defense (DoD) education policies, programs, and processes. 2. Knowledge of the AF Military Personnel Data System (MILPDS), and Advanced Distributed Learning System (ADLS) as it pertains to training and education data management. 3. Skill in the use of surveys and statistical data to analyze trends and ability to make recommendations for improving education and training programs. 4. Ability to review, analyze, and evaluate training programs and objectives in order to identify training requirements, skill upgrades, and development programs to meet the mission objective. 5. Ability to plan and organize work independently. Instruct training courses in a classroom or seminar setting on a quarterly basis. 6. Ability to communicate effectively in writing when preparing written forms, schedules, and reports relating to base training and education programs and to verbalize in a succinct manner the importance of required documentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
