The primary purpose of this position is to serve as the Air Force's Housing Advisor under the general administrative direction of the Director, Installations Directorate providing oversight, advice, and recommendations to develop policies, procedures and goals for the Air Force Housing Program. Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series 1101, Use the Group Coverage Qualification Standard for Clerical and Administrative Support Positions for this series SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes experience to interpret and implement administrative laws, policies, and regulations applicable to housing programs to provide technical and functional guidance. Experience making recommendations/decisions regarding housing acquisition, development, management, leasing, and disposal of housing assets. Proven background promoting mission readiness by institutionalizing privatized housing management programs and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of housing advisory program management concepts, principles, practices, standards, methods, and techniques to assess and apply new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized housing programs of marked difficulty, responsibility, and significance. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence housing acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. Extensive knowledge of Federal, DoD, and Air Force laws, regulations, principles, policies and practices of housing programs. Skill in developing, evaluating, recommending, and implementing best business practices relative to the AF housing program. Skill in conducting regular or periodic reviews of subordinate organization housing programs and evaluating results to assess accomplishment of HQ USAF program requirements. Ability to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
