Director, Analytics & Information Technology & Deputy Chief Information Officer

This position is the Director, Analytics & Information Technology. They also serve as Deputy Chief Information Officer in the Office of Management, Office of Inspector General, U.S. National Science Foundation. The mission of the OIG is to provide independent and objective oversight of the U.S. National Science Foundation (NSF) to improve the effectiveness, efficiency, and economy of its programs and operations and to prevent fraud, waste, and abuse. Qualifications: SPECIALIZED EXPERIENCE: To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service. For this announcement, specialized experience is defined as at least one year of specialized experience at the GS-14 level that includes: leading the design, development, and implementation of information technology systems that support major components of a department or agency and are integrated and aligned with agency mission and business needs; leading research and development of emerging technology and industry practices; designing and implementing novel solutions to complex program and operational challenges; integrating new and innovative concepts into workflows for a major component of a department or agency; making decisions and providing expert guidance on technical, procedural, and strategic matters supporting technology plans and programs for major components of an agency; leading integration, evaluation, and implementation of IT plans, standards, and architectures for major programs or components of an agency; setting priorities and resolving work problems presented by technical experts and staff; managing demanding technical projects across multiple functional areas, including quality assurance, risk management, documentation, and change management, and; coordinating with stakeholders to ensure effective and efficient program and project delivery. TIME-IN-GRADE: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position, you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year of time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Do not submit an award SF-50. It is highly recommended that multiple SF-50s are submitted to verify time-in-grade requirements are met.
