Job Description
The Robert J. Dole VA Medical Center is seeking a highly qualified candidate for a full-time position as a Program Specialist in the Veterans Experience Office.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following: 1. Be currently serving under a permanent appointment. 2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement. Current permanent Veterans Canteen Service employees may apply for consideration under this vacancy announcement. You may qualify based on your experience and/or education as described below: GS-7 Qualifications Specialized Experience: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties as a Veteran Satisfaction Coordinator. Qualifying specialized experience includes: Experience with Patient Advocacy and using Patient Advocate Tracking System (PATS) R system; Assisting patients and staff with resolving problems or complaints and explaining policies and procedures; Assisting with identifying problem areas and suggesting solutions or alternatives; Experience in working with MyHealtheVet, V-Signals surveys and CPRS; Keeping accurate records and preparing reports and/or written correspondence. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Transcripts must be provided for us to give credit for You may also qualify for Superior Academic Achievement. Superior Academic Achievement (SAA): Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision. Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OR Combination: possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. GS-9 Qualifications Specialized Experience: possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Veteran Satisfaction Coordinator. Qualifying specialized experience includes: Experience with Patient Advocacy and using Patient Advocate Tracking System (PATS) R system; Experience in working with MyHealtheVet and V-Signals surveys; Experience with reviewing medical record in CPRS to resolve issues; Assisting patients and staff with resolving problems or complaints and explaining policies and procedures; Assisting with identifying problem areas and suggesting solutions or alternatives; Keeping accurate records and preparing reports and/or written correspondence. Collaborating with facility staff to improve the patient experience. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree; or 2 years full of progressively higher level graduate education leading to such a degree; or LL.B or J.D., if related. Transcripts must be provided for us to give credit for education. Combination: possess an equivalent combination of successfully completed graduate level education and specialized experience as described above to meet total experience requirements.
